惠维，年生于西安。大学学历，先后在西安美院、陕西省国画院研修学习。现为国家一级美术师、中国美术家协会理事、中国艺术家交流协会名誉主席、陕西省美术家协会理事、赞比亚共和国驻华大使馆特聘书画师、美国核关大学艺术学院客座教授。世界华人美术家协会名誉主席，中国名家书画院名誉院长，陕西省人民政府参事室(文史馆)研究员，陕西省唐韵国画院院长，陕西省艺术家联合总会会长，中国诗书画出版社社长，华夏文艺出版社社长北京华艺苑艺术馆馆长，中国民族艺术家协会名誉主席。

年10月刘大为、冯远、惠维在中国文献出版社出版发行《新领军人物--翰墨巨擎三大家》五万册同年12月惠维与王明明在北京文艺出版社出版发行《时代艺术二佳》。
年3月范曾、惠维在中国文献出版社出版发行《圣世中华金瓯永固》册同年6月惠维与黄永玉出版《中国艺术大家》册还出版有《惠维书西集》《惠维书画理论》《中国书画鉴藏书画集。
年7月刘文西、惠维在中国环球文化出版社出版发行《大美为真大家风范册。

年3月在天津人民美术出版社发行《惠维作品集》册。同年12月惠维与尚谊在九州艺术与投资杂志社出版发行《弘扬经典推崇大家》大8开挂历(年)册。还有沈鹏、欧阳中石、惠维、冯远、范曾、李铎在中国文艺经典出版社出版《中国艺术大师精品挂历0册。同年10月刘大为惠维在中国文献出版社印制《中国画坛形象大使》册出版发行。
年5月3日晚在香港黄金海岸酒店举办惠维个人封面专场。同年5月在中国文献艺术出版社出版《翰墨丹青-海外专刊惠维书画作品集》册又在天津人民美术出版社出版《中国当代书画名家》何家英、惠维二人集册。
《中国书画名家》五人集在中国人民大学出版社出版发行册有杨之光、惠维、龙瑞、王西京、范杨。作品大多流传于美国、日本、新加坡、韩国、马来西亚以及香港、台湾等国家和地区，荣获世界国际书画名人艺术家称号。
年10月国画山水先后在美国纽约、洛杉矶、芝加哥、休斯敦、加利福利亚、德克萨斯、新墨西哥、亚利桑那、宾夕法尼亚等地巡回展出。年10月由美国海丰集团组织在白宫展览、同年11月范曾、刘大伟、惠维由文化部牵头制作“书画艺术泰斗”合集画册一万册。12月刘大伟、张海、惠维出版发行年台历二万册。
